Frequently asked questions

How much can a grant cover?

Grants typically cover the full cost of Surrogate's Court filing fees, short certificates, and surety bond premiums for qualifying families. For attorney fees on complex or contested matters, awards range from a partial subsidy to full coverage depending on hardship and the scope of work.

Who qualifies for grant assistance?

Eligibility is based on household income, family circumstances, and the specifics of the estate. Most awards go to Essex County families at or below 200% of the federal poverty level, but we review every request individually and confidentially.

Is there an application fee?

No. There is never any cost to apply for a grant or to speak with an ECNPP consultant. We are a free, no-cost service.

How long does it take to find out if I qualify?

Most families receive a written eligibility decision within 5 to 10 business days of completing the intake. Urgent matters (for example, a looming court deadline) are reviewed faster.

Will the money be paid to me?

No. Approved grant funds are paid directly to the Essex County Surrogate's Court, the surety bond company, or the licensed attorney handling your matter — never to the family.

What if I only qualify for partial assistance?

If a full grant isn't available, we can often combine partial grant funds with low-cost legal services or payment plans so the family can still move forward.
